Rock Springs Generation Facility (“Rock Springs”) is a 670 megawatt, gas fired peaking facility located in Rising Sun, Maryland, in the northeastern region of the state. Rock Springs consists of four GE 7 FA combustion turbines with inlet air cooling, operating in simple cycle configuration. Two turbine units are owned by CED and two are owned by Old Dominion Electric Cooperative (“ODEC”), and the site is permitted for the addition of two turbines. The Rock Springs balance of plant and site are co-owned by CED and ODEC.
The entire Rock Springs facility, i.e., both CED’s and ODEC’s units, is operated and maintained by CED Operating Company, a subsidiary of CED.
The output of the CED units at Rock Spring is sold into the PJM merchant energy market. Marketing and fuel procurement is provided by CED’s affiliate, Con Edison Energy.
Order 890 Compliance: Pursuant to the requirements of FERC Order 890, CED Rock Springs, LLC (“CEDRS”) is participating in PJM Interconnection, LLC’s (“PJM”) straw proposal that is posted on PJM's website. To the extent CEDRS has comments on PJM's straw proposal, CEDRS will share those comments with PJM and will discuss them at the FERC technical conferences scheduled for June 28 and 29, 2007 in Pittsburgh, PA. CEDRS will continue to work with PJM stakeholder in complying with Order 890. |
