Mark Noyes is the President and Chief Executive Officer of Con Edison Clean Energy Businesses, Inc., which includes Con Edison Development, Con Edison Energy and Con Edison Solutions. Responsible for the overall profitability of these businesses, Mark structured the companies to meet the renewable energy and energy efficiency strategy developed by its parent company, Consolidated Edison Inc.
Prior to his role as President and CEO, Mr. Noyes was President of Con Edison Development and Con Edison Energy. In this role, he developed the utility-scale portfolio of the company from the ground up, rapidly growing the business to the 2nd largest owner/operator of PV renewable energy assets North America.
Previously Mr. Noyes was Principal and Managing Partner for B4U Services, a firm providing consulting services to clients in the energy sector, with a focus on power quality, technology development, acquisitions, renewable energy, strategic development, energy efficiency, and revenue growth via business development.
Prior to establishing B4U Services in 2006, he was the President and CEO of WebGen Systems, an enterprise energy-management company providing complete energy services to commercial and industrial customers. These services included distributed generation, renewable energy, energy efficiency, demand response, energy purchasing and "green" building/LEED certification. At WebGen, Mr. Noyes gained comprehensive experience in all phases of new business development, including profit and loss responsibility, operations management, technology development, finance, strategic planning, marketing, and sales.
Before WebGen, Mr. Noyes spent more than 15 years with Con Edison, gaining experience in all aspects of the power sector within both the regulated and competitive energy businesses. He served as Vice President of Asset Management and Acquisition for Con Edison Development. His responsibilities included asset acquisition, profit and loss responsibility, asset management, brownfield/greenfield development, strategic planning, operations, and environmental compliance for more than 1,700 MW of generation.
Mr. Noyes holds a Master of Business Administration degree and a Bachelor of Science degree in Electrical Engineering. He is a Certified Energy Manager and Certified Sustainable Development Professional with the Association of Energy Engineers. He has served as Chairman of the Board of Web Gen and was recognized by Crain's New York Business as one of the “Top 40 under 40,“ an honor given to those who are recognized as “rising stars“ in their industries.
Jim Dixon is Senior Vice President and Chief Operating Officer for the Con Edison Clean Energy Businesses and its subsidiaries. As chief operating officer for Con Edison’s competitive-market renewable energy businesses, he provides the leadership, management, and vision necessary to ensure the effective functioning of the company’s asset operations and services businesses.
Mr. Dixon began his Con Edison career in 1982 at the Consolidated Edison Company of New York (CECONY) as a Management Intern electrical engineer, working in various managerial and technical positions while pursuing his law degree. Upon graduation, he joined the CECONY Law Department as an attorney in its Nuclear Regulatory and Commercial Litigation sections. He also served as legal counsel for Con Edison Solutions and as Assistant Corporate Secretary for CECONY.
In January 2004, Mr. Dixon joined Con Edison Solutions as its first General Counsel. After three years in that position, he was named Vice President of Energy Services for Con Edison Solutions. In 2011, Mr. Dixon became Vice President, Legal and Compliance Services for Con Edison Development and Con Edison Energy.
Mr. Dixon graduated from Manhattan College in 1982 with a Bachelor of Electrical Engineering degree and is a registered New York professional engineer. In 1990, he received his juris doctor degree from New York Law School and is admitted to practice in New York and Washington D.C. He is currently pursuing his Master of Business Administration degree from Villanova University. His involvement outside of Con Edison includes military service in the United States Army Reserve, from which he retired as a Major, and as the past chairman of the Association of Corporate Counsel (ACC) Energy Committee and the National Association of Energy Service Companies (NAESCO).
Akshaya Bhargava is Vice President, Assets for Con Edison Development. In this role, he is responsible for the growth and profitability of CED’s utility scale assets.
Mr. Bhargava joined the Con Edison family of companies in 2001 and has held a series of positions with increasing levels of responsibility in both Con Edison Development and its sister company, Con Edison Energy. His responsibilities include the financial evaluation of development and acquisition opportunities for Con Edison Development and he is a key member of the team that has closed on development and acquisition projects worth more than $4 billion. Through his roles in financial evaluation, due diligence, acquisitions, power purchase agreement negotiations, and debt financing, Mr. Bhargava has been instrumental in developing Con Edison Development’s utility scale business into its current position as one of the largest owner/operators of renewable energy assets nationwide.
Prior to joining Con Edison, Mr. Bhargava was employed at Reliance Industries Limited, a petrochemical operation in Mumbai, India. As a member of the management team, he was responsible for optimizing production while ensuring the safe and reliable operation of the plant.
Mr. Bhargava is a graduate of the University of Maryland where he holds a Master of Business Administration. He also has a Bachelor’s Degree in Chemical Engineering from the Indian Institute of Technology, Roorkee.
Paul Mapelli is Vice President and General Counsel of Con Edison Clean Energy Businesses, Inc. (CEB) and its subsidiaries Con Edison Development, Con Edison Energy, and Con Edison Solutions. Prior to his current position, Mr. Mapelli was Vice President and General Counsel of Con Edison Solutions. Mr. Mapelli has been the corporate Secretary for each of the CEBs since July 2002.
Mr. Mapelli was previously an Assistant General Counsel in the Consolidated Edison Company of New York, Inc. (CECONY) Law Department, where he was primarily responsible for providing legal services to CECONY’s affiliate, Orange and Rockland Utilities, Inc. (O&R).
Mr. Mapelli received his juris doctor degree from Columbia University School of Law and is admitted to practice in New York. He also received a Bachelor of Science degree from Herbert H. Lehman College and is a NYS Registered Nurse.
George Germano is Vice President of Asset Optimization for Con Edison Development. An energy professional with over 30 years of experience in many aspects of energy supply and production, Mr. Germano has deep knowledge of power plants and power generation. He has assumed a variety of critical roles in the growth and development of Con Edison Development, most recently as part of the management team that redirected the focus of Con Edison Development, from conventional power generating assets towards a renewable energy strategy. He has grown Con Edison Development's Operations, Maintenance, Engineering and Asset Management organizations from the ground up and led these organizations through rapid growth cycles in a short period of time.
Mr. Germano joined Con Edison Development’s Asset Management Group in 2000. As the lead project manager for the expansion of the West Springfield (MA) Generating Station, he was responsible for the installation of two General Electric LM6000 gas turbines, which replaced existing turbines and other balance of plant equipment. Mr. Germano also was the lead project manager for the successful acquisition of the Lakewood (NJ) Cogeneration facility and was a critical member of the team that acquired the West Springfield generating station and five hydroelectric plants. He soon became the asset manager for Con Edison Development’s New England asset portfolio, which included a newly constructed 525 MW combined cycle plant. Mr. Germano was instrumental in the sale of Con Edison Development's fossil generating assets in 2008. His efforts, including presentations to prospective buyers, responding to data requests, and conducting facility tours, contributed to the highly successful sale and subsequent transfer of the operations to the new owners.
Prior to joining Con Edison Development, Mr. Germano held several positions of increasing responsibility at Con Edison. He has managed power plant operations and maintenance, engineered projects, inspected contract work, resolved operational problems and implemented corrective actions. Mr. Germano was selected to participate in an Electric Power Research Institute project that utilized a clean coal technology.
Mr. Germano is a licensed Professional Engineer in New York State and holds a New York City High Pressure Boiler Operating Engineer’s License. He obtained his Bachelor of Engineering degree from Manhattan College, and has earned both a Master of Science degree in Energy Management and an Advanced Certificate in Energy Management from New York Institute of Technology.
